Houston’s Big Bet: Smarter Meters, Less Waste

Houston has approved an $8.5mn programme to install about 25,000 smart water meters, in a move to modernise its ageing infrastructure and address long-running concerns over billing accuracy.

The City Council endorsed the plan in late August after years of complaints about unreliable meters, many more than two decades old. In some cases, officials were forced to estimate consumption rather than record usage directly. The city has also struggled with heavy water losses, reporting more than 36bn gallons lost between 2023 and May 2024. That volume could have supplied a major city for a year.

The new meters are designed to provide near real-time data, enabling faster leak detection and reducing costly errors. Officials said priority would be given to replacing the oldest devices, creating a base for potential citywide expansion.

Technology providers including Badger Meter and Itron are expected to take part in the bidding process. Other U.S. cities that have adopted similar systems use data analytics to highlight inefficiencies and encourage conservation.

Financial benefits are possible but uncertain. Utilities elsewhere have reported that savings from reduced water loss and improved efficiency can cover installation costs within a few years. Houston’s results will depend on the condition of its network and how effectively the rollout is managed.

Challenges remain in linking the new equipment to existing systems and safeguarding customer data. Despite these hurdles, officials view the project as an important step toward restoring trust in the utility and addressing broader pressures on water supply.

For Houston, and for the U.S. water sector more broadly, the initiative reflects a shift in approach: the debate is no longer whether to adopt smart meters, but how quickly cities can expand them.
